The firms presented their proposals at a BOT Work Session on December 11, 2019 at which the Mayor announced a 60-day period following the Work Session for public comment. The Village has responded to these challenges through across the board belt tightening as well as the deferral where possible of capital spending. - Report on Proposed 2011-12 Budget for the Village of ScarsdaleScarsdale Fiscal Affairs2011-04-12MAJOR RECOMMENDATIONS AND OBSERVATIONS 1. We reiterate our prior recommendation that the Village charge entities that do not pay Village property taxes for refuse pickup and disposal. We also recommend that non-residential property owners that pay property taxes in residential zones be charged an additional fee for pickup and disposal of refuse that is effectively commercially generated. Finally, we recommend that the Village explore other methods of trash collection. 2. We recommend that the Village take steps to deliver current services at lower cost over the long term. Further, we recommend that full-time employees who leave the employ of the Village due to attrition not be replaced unless they are essential to the function. 3. We reiterate our recommendation that the Village undertake a Village-wide assessment revaluation immediately, to be updated annually, and subsequent revaluations be performed no more than every four years. 4. We believe that the Village should continue working with its unionized workforce to secure additional savings. This may include renegotiating existing labor contracts to eliminate or reduce previously contracted salary and benefits increases. We believe that the Village should include a minimum contribution from all employees toward the primary cost of their health care in all subsequent labor contracts. 5. The Fiscal Affairs Committee recommends that the Village 2011-2012 budget be adopted with modifications set forth in this report.
