The Heathcote Manor construction project has led the Committee to review the village approval process that allowed a project which many residents find to conflict with community values. It demonstrates the need for changes in Village Code, the process used in review of major projects and the need for guidelines or limitations in the exercise of discretion so as to reflect the values of the people served and the preservation of existing neighborhoods.
